Technical Delegate
(TD): [Jury Member - Vote if tie]
o
The TD is in charge of the racecourse and all
race workers.
o
Chairs the coaches meeting.
o
Supervises the setting of the racecourse.
o
Checks the racecourse with regards to safety,
proper layout, and crowd control.
o
Supervises the technical and organizational
conduct of the race.
o
Insures that all rules are enforced.
o
Assists the referee with the DQ report.
o
Chairperson of the jury with a casting vote in
case of a tie.
o
Prepares race reports for the OISRA.

Is responsible for the integrity
of the recording of racer times.
o
Insures that sound timing practices
for both hand timing and electronic timing are followed.
o
Instructs electronic and hand
timers.
o
Insures that all electronic
timing equipment is properly set up and in good working order.
o
Repairs and maintains timing
equipment.
o Insures that all league race equipment is on the hill on the
morning of the race.
o Repairs and maintains race equipment.
o Insures that all league radios are available on race.
o Insures that all radios are in good working order.
o Insures that radio batteries are properly charged.
o Insures that all radios are checked out and checked in.
The race committee makes race related decisions when immediate
judgments are needed. Typically, these
are race day decisions and are often mandated by weather or snow conditions.
The executive committee makes decisions that affect league
operations when time is of the essence and issues must be resolved before the
regularly scheduled spring or fall meeting.
There are 4 voting members and three
non-voting members of a jury. The
Technical Delegate hosts the jury and votes only if there is a tie. The non-voting members of the jury insure
that proper jury proceedings are followed and serve as an ‘expert witness’ if
interpretations and applications of rules are needed.
Receives the starting orders from the
statistician (usually from the Emerald League Web site on Wednesday
evenings). Sorts bibs into easy to
identify bundles by club name. Insures
that the bibs are on the mountain on race day.
Washes and does minor repairs to bibs.
Collects bibs from racers at the
finish line – typically after the second run.
The bibs must be placed in the proper containers and turned in to the
appropriate official to be returned to the bib sorter.
Coordinates all non-permanent workers
from all clubs. Typically, these are
gatekeepers, and hand timers. The worker coordinator tracks the names and club
for each position to be filled for each race.
The worker coordinator must be on the hill early and report any unfilled
positions to the Chief Gate Judge or other appropriate official.
The host team is responsible to see that qualified workers are in
place for positions to be filled by the host team.
